SABER certificate for furniture: what each line of a hotel package from Turkey needs

In SABER's own HS table, most furniture (seats, beds, wardrobes and casegoods under HS 9401 and 9403) needs only a free self-declaration, then a shipment certificate per consignment at SAR 350, valid 90 days. Mattresses, pillows, poufs and bedding sets fall under SASO's Textile Products regulation and need a Quality Mark or a product certificate of conformity (SAR 500, valid one year), and LED light fittings fall under the low-voltage regulation. The Saudi importer holds the SABER account; the factory in Turkey supplies the data and test files each step asks for.

A SABER certificate (in Arabic, شهادة سابر) is the conformity record Saudi customs checks before furniture from Turkey or anywhere else is cleared. SABER is SASO’s online platform, not a certifier: the importer registers each product there, attaches either a self-declaration or a certificate from an approved body, and then issues a shipment certificate for each consignment. For a hotel package the work sits in a few lines. Most of the furniture is light on paperwork; the mattresses and light fittings carry most of it.

What SABER asks for on each line

We searched SABER’s HS table for the codes a hotel or serviced-apartment package uses. These are the results on 7 October 2026.

SABER’s list of technical regulations has no regulation written for furniture itself. What pulls a line into a regulation is what it is made of or what it plugs into: textile fillings and covers, or electrics. SABER updates its HS list from time to time, so each code on a quote is checked against the live table before shipping.

Fees are before VAT. SABER has extended the shipment certificate’s validity from 60 to 90 days, so older guides that quote 60 days are out of date. SABER also runs a second shipment path for “products not intended for display to the consumer”. It asks for product data, the bill of lading and the invoice, takes 5 working days and costs the same SAR 350. Which path a project consignment takes is settled between the importer and SASO.

Who applies and what the factory supplies

SABER accounts belong to importers, local manufacturers, individuals and government entities. A factory in Turkey can’t file. The Saudi importer, or the broker working for it, holds the account. The factory’s part is the data and files behind each step:

  • For registration: the item name as it will appear on the invoice, the HS code, country of origin, trademark, the maker’s name, model type and model name, and photos of the finished item.
  • For a self-declaration: model numbers and photos that match the registration.
  • For a regulated line (mattresses, pillows, light fittings): the technical file. SASO’s textile regulation uses type approval (Type 1a under ISO/IEC 17067). The file holds a general description, design and manufacturing drawings, the standards applied, test reports and samples that represent production. Labels follow SASO 1173.
  • For each shipment: an invoice and packing list whose item names and quantities match what was registered.

Timing on a project

Registration and self-declarations take minutes once the data is in hand. A certificate for a mattress or a light fitting takes the body’s processing time plus any testing, so those lines are started while production runs, well before the goods are packed. A shipment certificate is issued for each consignment and lasts 90 days. A package that ships in phases needs one per consignment.

Gulf sea routes have been disrupted in 2026, so we quote Saudi deliveries by land and via Jeddah. A truck crossing by road and a container landing at Jeddah need the same SABER shipment certificate.

What Rovers prepares

What to send us

Send the BOQ or the drawings, the city, and the name of the importer of record if one is already chosen. If the operator has picked mattresses or light fittings, send their specification too, since those lines carry the certificates.
