Spanish hotel owners, restaurant groups and general contractors can source guestroom furniture, beds, wardrobes, restaurant seating and joinery from Turkey with no duty. In Spanish the search is mobiliario hostelería: the chairs, tables, stools and fixed seating of bars, restaurants and hotels. Rovers takes the whole package: it reads the BOQ (mediciones) and the drawings, prices every line with the Turkish partner factory that fits, issues shop drawings and samples for approval, follows production, inspects before packing, delivers to site and installs.
Duty, IVA and deferral
| Item | What applies | Source |
|---|---|---|
| Customs duty, wooden furniture (9403 50, 9403 60) | 0% third-country rate; 0% under the customs union | EU tariff (TARIC) via UK Trade Tariff XI view |
| Customs duty, upholstered seats with wooden frames (9401 61) | 0% third-country rate; 0% under the customs union | Same |
| Proof of free circulation | A.TR movement certificate, issued by Turkish customs at export | European Commission, Access2Markets |
| Import IVA | 21% general rate | Ley 37/1992, art. 90 (BOE) |
| IVA diferido | A monthly filer can put the import IVA in its own periodic return in place of paying it at customs | Reglamento del IVA, art. 74.1 a) (BOE) |
The deferral is opted into with a census declaration filed with the Agencia Tributaria in November, and takes effect from the next calendar year. It then covers every import the business makes. Giving it up is also done in November and holds for at least three years (Reglamento del IVA, art. 74). Other lines (metal frames, lighting, mattresses, textiles) have their own codes and are checked one by one on the quote.
Fire rules in the building code (CTE DB-SI)
The CTE’s fire document, DB-SI, sorts buildings by use. Hotels, hostales and tourist apartments are Residencial Público. Bars, cafeterías, restaurants and multi-use halls in hotels and congress buildings are listed under Pública concurrencia (SI 3, table 2.1). Section SI 1 §4 then sets what furniture and finishes must meet:
| What we supply | DB-SI requirement | Where it applies |
|---|---|---|
| Fixed upholstered seats in cinemas, theatres, auditoria, assembly halls | Pass UNE-EN 1021-1 (cigarette) and UNE-EN 1021-2 (match flame) | Pública concurrencia buildings and establishments (§4.4 a) |
| Curtains, drapes, stage curtains | Class 1 under UNE-EN 13773 | Pública concurrencia (§4.4 b) |
| Wall and ceiling panelling | C-s2,d0 in occupied zones; B-s1,d0 in protected corridors and stairs | All uses, once linings pass 5% of the walls, ceilings or floors of the space (table 4.1) |
| Floor finishes | EFL in occupied zones; CFL-s1 in protected corridors and stairs | Same |
The §4.4 tests are written for Pública concurrencia buildings and establishments, the use DB-SI’s occupancy table lists bars, cafeterías and restaurants under. For a hotel, the fire design decides whether its restaurant or function rooms are treated as that use. DB-SI sets no upholstery test for the guestrooms. In a restaurant, §4.4 names the curtains; its seat test covers fixed seats in halls, and loose dining chairs are not named.
Room furniture: a regional rule (Madrid example)
Hotel classification in Spain is set by each autonomous community, so there is no national furniture list. The Comunidad de Madrid’s decree 19/2023, in force since 23 March 2023, is one current example. Its article 35.2 sets the minimum in every bedroom, for all categories:
| Decree 19/2023, art. 35.2 | Requirement | What we build |
|---|---|---|
| Bed, double room | One double 1.35 × 1.90 m, or two singles 0.90 × 1.90 m | Bed base and headboard sized to the mattress |
| Bed, single-use room | One bed 0.90 m wide | Same |
| Bedside | One or two bedside tables, or an equivalent | Freestanding unit or headboard shelf |
| Seat and desk | An armchair or chair, and a table or desk | Desk or wall-hung counter and chair |
| Wardrobe | A wardrobe or an equivalent | Wardrobe, open rail unit or niche joinery |
| Reading light | One or two bedside lamps, or an equivalent | Wired into the headboard panel |
Articles 22 to 26 set the room areas: a double room is 17 m² at 5 stars, 16 m² at 4, 15 m² at 3, 14 m² at 2 and 12 m² at 1, and 5- and 4-star rooms carry a safe and a minibar. We draw the furniture plan against those areas before pricing. A hotel in another community gets its own region’s list checked the same way.
Ro-ro through Sète, sea to Valencia, or road
| Route | How it runs | Planning figure |
|---|---|---|
| Ro-ro and road | Trailer ferried from Yalova to Sète, then driven over the border into Spain | About 80 hours at sea, 5 sailings a week (DFDS) |
| Ro-ro from İzmir | Same, from the Aegean | Weekly (DFDS) |
| Container | Ambarlı (Istanbul) to Valencia, then truck | About 12 days 11 hours, 1–2 sailings a week (Fluent Cargo, market data) |
| Full truck | Factory to site by road | About 3,286 km Istanbul to Valencia (Fluent Cargo, market data) |
DFDS lists Spain among the markets Sète serves. A large single delivery goes by container; phased work goes by trailer, one floor or one room type per load.
Board emissions
We check each board’s test report against the EU formaldehyde limit before production: from 6 August 2026, furniture and wood-based articles placed on the EU market must not release more than 0.062 mg/m³ (Regulation (EU) 2023/1464).
Lead time and documents
Lead time is counted from approved shop drawings and samples. Each shipment travels with a commercial invoice and packing list (one line per item code, room type and floor), the A.TR, a CMR note by road or a bill of lading by sea, and the fire test reports for each curtain and fixed-seat line. The Spanish importer’s EORI number goes on the customs declaration.
What to send us
Send the mediciones or BOQ, the drawings, the hotel’s category and autonomous community, the operator’s brand standard if there is one, the site address and the date the rooms or the restaurant must be ready. A typical room plan and a room count are enough for a first priced schedule.
