Labour camp and staff accommodation furniture from Turkey is supplied room by room as a kit: the same beds, mattresses and lockers repeated for every bed space, with a desk, wardrobe and lounge added as the tier goes up. Rovers prices each kit per bed with the Turkish partner factories that make metal beds, contract mattresses, lockers and panel furniture, and delivers it in the order the camp or staff village is handed over.
Three kits, priced per bed
| Kit | Built for | Lines per bed |
|---|---|---|
| A. Labour kit | Site camps and collective housing where bunks are allowed | Half a two-tier steel bunk, contract mattress, steel locker, pillow and bedding pack |
| B. IFC/EBRD kit | Lender-financed projects and operators who build to IFC/EBRD guidance; Qatar | Single bed, contract mattress, lockable locker-wardrobe, small desk or shelf with a chair, privacy screen where rooms are shared |
| C. Hotel-staff kit | Resort and hotel staff villages, supervisors and engineers | Single bed with headboard, contract mattress, wardrobe, desk and chair, bedside with reading light, mirror; lounge and kitchenette joinery per cluster |
Room add-ons are priced per room: a table with benches or stools, shoe racks, waste bins, mirrors. Each kit is one priced sheet, so the total is the per-bed price times the bed count, and a change to one line shows its cost across the whole camp.

Which kit meets which rule
The rule the project follows decides whether bunks are allowed, how much space each bed gets and how much storage each worker has. The full rules, country by country, are in staff accommodation rules by country.
| Rule | Bunks | What it sets | Kit |
|---|---|---|---|
| Saudi collective-housing licence (Balady), establishments with 20 or more workers | Allowed | At least 4 m² per person, no more than 10 per room, one bathroom per 8 | A |
| IFC/EBRD workers’ accommodation guidance (2009) | Double bunks “not advisable”, triple bunks prohibited | A separate bed for every worker, at least 1 m between beds, 4 to 5.5 m² per person, storage from a cupboard up to a 475-litre locker, a table, chair, mirror and bedside light per resident | B |
| Qatar Ministerial Decision 18 of 2014 | Two tiers at most | No more than 4 per room, at least 6 m² per bed | A (two tiers) or B |
| Hotel and resort staff housing | None | Single or double rooms set by the operator | C |
Where a project’s contract or lender names its own standard, that document governs, and the kit is checked against it line by line before pricing.
Fire tests per item
Fire rules sit on the mattress, the bedding and any upholstery. The bed frame and locker are steel or board and carry no ignition test.
| Item | United Kingdom | European Union | United States | Gulf |
|---|---|---|---|---|
| Mattress | BS 7177 | EN 597-1 and -2 | 16 CFR 1632 | Civil Defence approval |
| Upholstered headboard, lounge seating, privacy screen fabric | BS 7176 (Crib 5) | EN 1021-1 and -2 | 16 CFR 1640 (TB 117-2013) | Civil Defence approval |
Test reports come from the factory that makes the item, and each report is attached to the quote line it covers.
What the bed and the locker are made of
- Steel bunk: powder-coated steel tube, full-length guardrail on the top tier, bolt-on ladder, slats or mesh base.
- Panel single bed: melamine or HPL on particleboard, with a slatted base.
- Contract mattress: fire-retardant foam or spring unit, wipe-clean cover.
- Locker: vented steel with a padlock hasp, or melamine for staff rooms; hanging rail and shelves in the wardrobe version.
- Desk and chair: melamine top on a steel frame; a stackable contract chair.
Packing, loading and lead time
Beds, lockers and case goods ship flat-packed. Mattresses ship flat or roll-packed, depending on the core and the factory. Each box is labelled with building, room and kit letter, so crews unload to the right block. The number of kits per 40ft container is stated by the factory on the quote for that kit. Lead time is quoted per 1,000 beds, from approved samples, and never assumed.
Where Rovers sits in a camp contract
Rovers furnishes the rooms. We don’t build or operate camps. In most projects the furniture is part of the camp contractor’s supply-and-install scope, so Rovers works as the furniture subcontractor to the build-operator or the main contractor, on their programme. Staff villages bought by a resort owner run like a hotel package, with a sample room approved first. Outside the US, Rovers installs room by room. In the US, Rovers manufactures and delivers to site, and the contractor’s own crew fits the rooms.
What to send us
Send the room layouts and the bed count per room type, the rule or standard the project follows, the city and the handover dates per building. With no drawings yet, the number of beds and the tier (A, B or C) are enough for a first priced kit.
