Road serves the whole country: a truck loaded at the factory reaches a site in Erbil, Baghdad or Basra without changing vehicle, and each truck can carry one floor. Sea routes into the Gulf have been disrupted during 2026, so we quote Iraq deliveries by road through Ibrahim Khalil, with the route and its validity written on the quotation. Umm Qasr, Iraq’s only deep-water port (Logistics Cluster), is quoted only when a carrier confirms the sailing. Since April 2026 the same gate also links by TIR truck to Saudi Arabia at Arar, with no change of truck at the borders (Iraq Business News).
Customs and conformity
Iraq has two customs administrations. Goods entering through Ibrahim Khalil clear with the Kurdistan Regional Government’s customs directorate; federal customs runs the other entry points, including Umm Qasr.

COSQC’s regulated list changes; it was updated from 17 June 2025. Whether a line needs a CoC is checked against the list in force when the order is placed, and the inspection is booked at the factory before loading, so the truck does not wait at the gate.

- Commercial invoice and packing list, one line per item code, room type and floor, with the Arabic version and chamber authentication where the importer asks for it.
- Certificate of origin from the Turkish chamber of commerce.
- Certificate of conformity for regulated lines.
- CMR for the road leg, with a TIR carnet where the haulier runs under TIR.
- Incoterms 2020: DAP site for a delivered price; FCA Turkey or CPT for a buyer with their own clearing agent.
